Hello guys, If I were banned on bing ads with campaign where I used for example site.com will I be tracked down with a new account promoting the same site? :)

Most probably... yes (Especially if your site.com is not a known brand) and if you tried to cheat adwords in your earlier campaign then definitely they will slap you again
