I've seen too often from many meme pages that they post something like this:

Why do they do this? Do they get more traffic if their posts have many comments?

If more people comment,like a post the % that the post is going viral will rise ;)

Instagram will think the post is interesting to many users
 
Yes but isn't this a bit annoying for the followers?
Also, is this effective for private accounts?
 
I personally find it annoying, but you can still check how it fares for the said account.
If he wins followers and exposure, probably it's a good technique for his audience.
 
Yeah, because every teenager will try to do this in doing so, it will increase the rating of this post/page.
 
it's a way to trick the Instagram algo into thinking the post should be shown to more people which increases the chance to get the post viral.

If the account is private it can still reach more people who are already following the account.
As you probably know, Instagram doesn't show your posts to all of your followers, increasing the virality will increase the % of followers he post will reach.
 
It also annoys me to see posts like that and many big accounts do that. But in order to get viral, I gues you need to have a big number of followers.
 
i see a lot of celebrity using this method it will increase engagement
