I was under the impression that if I became a donor I would be able to instantly PM other members. Am I wrong?

usually you will need to just have 15 posts and you are able to PM, I guess being a donor doesn't override that. did you donate just so you can PM?

No, I didnt just donate for that reason. I just wasnt sure if that would help the PMs or not. I was jsut curious?

Maybe you should read the rules ....
All sections doesn't increase post count.
And don't try anything funny to get 15 posts or youll be banned before you even reach the 15 posts
