Question about backlinks

When we get a backlink and google indexes this backlink, when does the effect appear on us?
When does the effect occur when we reject backlinks on the link rejection page in the search console?

To your 1st question: It depends on lot of factors, if u get high powerful link & your site having good onpage factors then you can expect some movement within couple of weeks.

Also there is no guarantee, i recommend to take action to implement the things to notice rank improvements.

The more authoritative the website is, the faster your link will be seen by google... sometimes 2 weeks is enough

You only need to check the authority of the site well with a good tool.
 
Likewise, there is no assurance, I prescribe making a move to carry out what to see rank enhancements.

I agree with this. if a powerful link, then you can see the result in 10-14 days, if not, then it wont make much difference.
 
If you get backlinks from high authority sites then you can see improvement within few days, so far you should also have a good online presence.
 
I would say 10-30+- days, which really depends on your website and the link(s) itself
you don't really need to keep track of everything in the GSC as it doesn't show all of the links, just check when the link is indexed using site:url while searching

Certain factors determine the speed of indexing the backlinks by Google.
The domain age and the quality of backlinks are crucial factors.
 
If it's an authority site and the link is natural, then it will be indexed within a day and will improve your rankings within 3 days. Google is fast for high authority sites and may take several months to trust low authority sites. They'll totally ignore if it's a spammy link.

It takes like a few days for google to see the links. Approximately 10 weeks for the new backlink to take effect on your site's ranking.
