question about backlinks

hi guys i read a lot from this forums about backlink and ranking but i am still confused about :1)how to build multi tiered backlinks and how to index them
1) how can i know more about what are tiered backlink i should use, is there here any guide fully detailed about this? for example we2.0 are even known as parasite site and are good for my money site and even social signals are good for money site?
tier2 example are edu and wiky backlinks?
3) about indexing is there any fully detailed guide? i read who index by blog posting or using twitter or someone who just wait they get naturaly indexed

Could you post couple more links on seo?? (basic stuff) I searched a lot, learned a lot, but I lack in basics so I kinda can't put it all together and create my first affiliate site xD

Also, off topic, how big of a bank should I have for the beginning?? (Affiliate sites)
I know it depends on niche and knowledge, but let's assume that I screw up first 2-3 sites (to be conservative)..
What are the costs from zero to self-sustained site (if it's start making $$ as far as 3-4+ months from creation)??
