question about auto-reponder for PPC CB

i am trying to build a list using PPC ads. I am using aweber for auto-responding. my question is regarding all the people that enter email, but never confirm. should i just add them to my list anyways?
i have landing pages, with an affiliate redirect after signing up (entering email). i've noticed that the majority of people never confirm their email and therefore never technically end up on my list. should i require email confirmation before i send them link for the free video (affiliate offer) which i promise on my landing page? (instead of direct redirect after sign-up)
is this a reason for not using an auto responder such as aweber?
 
You should offer a free gift and give it to them AFTER they confirm their email.
 
If you want a double opt in then do this:

Landing page (where they put the email in)
Then they go straight to a page that explains how to confirm the email
After email confirmation send them wherever you want

People are ... dumb ... for lack of a better word if you don't explicitly tell them what to do then they won't do it. That is why you tell them 1. confirm the email and 2. this is how to do it
 
People who don't confirm do so for two reasons:
1. They don't confirm simply because they don't need to do so (they don't gain anything by confirming)
2. The email they supplied is a made up email (again because they don't gain anything by giving you their real email)...this means you are potentially wasting your money on PPC as you'd be building a dud list

The solution to this (as has been mentioned above already) is to send them the gift (free report, link for free video, etc...) IN the email you send them after they confirm. Make sure this is clearly written on the opt in page.

Does it necessarily need to say it will be sent after confirmation on the opt-in page itself? or can it be on the thank you page they see after opting in?

Opt in page -> confirm email page -> they click confirmation link -> thank you page
