Question about already indexed pages and backlinks.

So I put my link on a wiki page that was already indexed related to my specific niche. So that technically means the next time Google crawls that page I should be getting weight from that link correct?

I have a few gov links that I need to get indexed so I'm using the linklicous API, no idea if it's going to work.

I have used linklicous for my 6 sites but that does not give good results. My recommendation is to go for backlinksindexer.com, I read a review about it from one of the mods here and gave it a shot. Ever since I've been using them my ranks have jumped onto page 1 finally. I think there is definitely some value in backlinking your backlinks.
 
I am using linklcious pro and believe it not, i find it very useful. Just my 2 cents.
 
To index, 1st ping the links:
http://pingdevice.com/
Free, quick, some success.

Then backlink them with any quick bulk method. SB blasts are great for this, as are SocialBookmarks and twitterspam.
