If i were to view my ads all day would the impressions ad up, or is the ip documented and ignored?

The impressions would add up to about 0.000001 cent

thats if it even counts

Adsense pays on clicks not on impressions but yest Google does pay attention to the ip address. That is why you never want to click on your own ads. Good way to lose your account.

so the reason why i have 17 impressions is not because i keep refreshing my page right?

You may have several ads on the same page aswell

As Volund says google pays attention to IP addresses and it knows yours. don't click your own ads or you will be looking for BHW threads about how to buy another adsense account once you have been banned.
