Query regarding Bids in PPC

I am new to PPC. When we are doing the Final bidding section, BING itself tells us about the cost for each click.Though it is editable, what is the significance that BING itself sets the BID cost and what if we reduce as per our convenience?

if you set your bid lower you get less impressions and clicks.
