[Query] Plagiarized content but not found on Google. Should i use content for tier 1 Article backlinks

Case: I have one article, which when I check in a Plagiarize Checker gives a positive result and gives me the exact page where that content is found (100% match).

But when I put that text on Google, that page is nowhere in the rank for 5 pages at least.
But again when I search the link in google, it's indexed.

1. Is it safe to use that content to create a tier 1 backlink.
2. The content is unique, I am baffled, how is it not ranking for the whole content.

Any expert suggestion, why is it happening?

Check if the page is actually INDEXED, if not, you can use it. But you will get caught some day for sure.

Yes, I mentioned above that the page is indexed in google.
 
I missed that. It will be risky whiskey then.

Thanks, Professor. However I had a very interesting observation,

Plagiarism Checker seems to be more powerful and at least 10 times better for the exact match for given text or keyword than Google.
 
If it is indexed, it is in Google's database and 100% matching content will be seen as duplicate content, so Google probably won't index your page
