The following things are needed to get approval from adsense.
1) Privacy Policy.
2) About page.
3) Contact Us Page
4) Email verification.
5) Age verification.
6) Number of Posts.
7) Design.
8) Type of content.
9) Providing Value.
10) Top Level Domain.
11) AD networks.
12) Paid Traffic.

why in India wait for 6 months?

It is a maximum period of time. You can apply before that. But the chances of acceptance may be less. Google always giver priority to the US, UK and CA countries as compared to Asian countries because English is not their Mother Tongue, May be the reason.

for applying to google adsense ,you should have a website hosted atleast 6month ago from date of apply for adsense ,and you should also be at the age of 18+.
