Create high quality back links to get your targeted result, you can't define any number of back links to get ranking. You can get ranking without making any link or you have to make thousand of backlinks to get ranking.

Yes, of course.. don't think some no.of links can drag you up to the top ranking. It's up to the quality of backlink and the sites where we get links from.
High authority links/real guest posts/PBN blog posts are good enough to get steady pace ranking.. Do it regularly until you see the ranking impacts..
