what you said in starting it truly summed up, I just wanna add one thing, If I get a backlink from a website where 90% of the traffic comes from the USA, and my website also targets the USA market and the same niche, this is the best and quality backlink.

definitely yes, I agre with this statement. I alway think about relevance, traffic quality, link position instead of concentrating only on Domain Rating nd backlink.
 
I agree with this. I've also found that a relevant link can be much more useful than a bunch of random backlinks. For me, the biggest difference is usually the relevance of the site and the actual page where the link is placed.
