Last time i tried running ads on content only network, it didn't matter what content was or was not there.

You could put up a banner and run ads.
Is that still the case for content only campaigns?

Well not exactly. However the quality score requirements are a bit more relaxed than in search.

A veryu basic a general overview of what works for me is bidding on a large keyword base 1-5K organized in tight relevant groups of 40-50 keywords.

Don't start them all at the same tiome. Add 2-3 every day. Track results and keep adding. Ditch the ones that are not making money.

KenWingJitsu if you think about it the answer is in your question.....meaning if your using banner ads and placement then its difficult for google to quailty score your ad on someone elses page.
