Quality is more important compared to quality, so you can try to add quality links as tier 1 and add these web 2.0 as tier 2. Best and easiest way is sharing links in social media like facebook and twitter and google + too. so you should good traffic and will add you more power to get ranking as well.

Quality backlinks are always best. high-quality backlinks can provide much more value than hundreds of low quality backlinks. because these kind of low quality links that provide no traffic and no boost in rankings., but high quality links are always get you some good result, both in terms of increased search rankings as well as increased traffic.

Nothing better than going after quality than quantity. Building a number of crappy ones will just turn out to be pointless.

I'd look for expired Web2.0 domains that I can register, in which it should have a previous history and a nice metric on Majestic, Moz, Ahrefs. Those web2.0 would definitely pass the link juice. But since everyone is looking for those, it has become somewhat scarce and hard to find at the moment.
