You have your money site
You build your best quality links as Tier 1 (high quality web 2.0, guest posts etc. / High DA, low spam score, niche related) and link them directly to your money site (recommend to build them manually first, like wordpress, blogspot, tumblr blogs or buy expired domain/tumblr)
You build medium quality links as Tier 2 and link them directly to your Tier 1 links to boost them and increase page rank and authority - for this you can use tools like GSA as the links can be a little more "spamish" - best Tier 2 sources are link profiles, blog comments, web 2.0, social media
You build high volume links as Tier 3 and link them directly to your Tier 2 links. Here you can buy a lot of links with low money or use tools. You can send even 1000-5000 links to your Tier 2 even if its spam would not affect your money site

- Tier 1 = links directly to your money page (high quality)
- Tier 2 = links to tier 1 (boost power of tier 1 links)
- Tier 3 = links to tier 2 (boost power and help tier 1 and 2 get indexed)
- Tier 4 = links to tier 3 (mostly spam)
