I think it's just a hype.
Let me a little bit more specific: if your website is responsive, even more: "mobile first"; you don't really need a PWA.
An app could help (a real app), if it brings something more than just displaying your content.
In that case, and in that case only, I'd suggest a PWA (or an app made for your real needs); otherwise it's a gadget.
