You can promote campaigns with any Ads Services.
The best of them ( as I see from the partnership with my clients ) is Google or Facebook. The performance of traffic is really high there.
Also, you can efficiently work with push or native traffic, it is much cheaper than the first two, but the quality of traffic is decreasing due to that.
Still, everything depends on the offer and your creatives when you open the campaign.
