Purchasing business email lists

I have been looking into purchasing small business email lists from some of the major providers (Dun & Bradstreet, Info USA). I was a bit surprised at how expensive the leads are. Info USA, for example, wants $.63/lead at the lowest quantity... it's not until you pre-pay for 80k leads that they will reduce the price to $.20/lead. They claim the leads are really high quality, double-opt in etc.

Any suggestions for other places that sell high quality email lists for small businesses?
