Publishing PLR E-books

I've recently got a idea on publishing ebooks as hardcover and paperback books. Would this be ethical or have any effect on copyright laws?

If you don't own the rights or have direct permission it's illegal. Unless the ebook is in the public domain or has creative commons that allow it.
 
You are late. Most of the plr eBooks are already published on Amazon kindle or as paperback with minimum price. However, you can change or rewrite it and again publish it. Absolutely legal. With PLR eBooks you can do what ever you want.

Its not published yet. and its in the desperate niche, which is good.
