Public Wifi or not?

I hear diametrically opposite opinions.
Some people suggest to use public Wifi for some activities (with Tor or other browsers, but no VPN) to make your own network IP invisible and not trigger IP cloaking flag.
Some are against use public Wifi and suggest secure home network with VPN etc.

Where do you stand on it as it comes to
1) anonymity
2) having no problem with accounts blocking due to IP cloaking triggers

Why wouldn’t you use VPN or proxy instead of a public IP address?
 
I see some people on forum were saying that profile / email creation with VPN often leads to ban, as with each login the IP is different.

And I need to create emails (protonmail) for buying VPN and proxies anonymously, as a first step anyways. can't use my existing emails as it will create a trace, and right now I am trying to create an anonymous "infrastructure" for new profiles for then to be untraceable (not lead to an actually user identity).
So, in that sense it's catch 22, as VPN and proxies will need emails for registration.

Trying to create profiles with a public ip might not be a good idea, you don't know what people are doing in that network and how spammy it is, this will most likely result in a ban as well.
I'd buy some residential proxies and use an anti-detect browser

I just checked your previous posts, and I don’t know what you are doing, but I can tell you something.

Its clear that you are doing something incredibly illegal, because you have posts about registering to PM via tor and anonymous telegram registration.

And at this point, I don’t think it’s normal that you ask professionals to help you with likely criminal level of illegality.

yes, but if i want to have a clean identity profile, to buy proxies for new email I need to use some email while buying it, right?
if I input existing email, I polluted the new profile already and created a link, making it tradable. No?

I am still new with all that, so asking a lot of stupid questions. Please bare with me, guys.

You are making assumptions, even though I clearly explained in number of posts that I don't do anything illegal AT ALL (and I mean, at all), and clearly explained reasons what i need anonymity for. (even though it shouldn't be anyone's business. :). ).

You can always buy an email in the marketplace.

I think you can just use hq reidential or mobile proxies like from proxy-ipv4 for example, and you won't have any troubles with anonimity and any restrictions
