Can I upload Public Domain videos and monetize it? if so what good sites you recommend me to download from?
Sure. Public domain content is free to use and adapt in anyway you see fit. You can use it commercially and you don't need permission. I'm not sure where to find public domain videos but Vimeo is full of creative commons videos. The rules are a little different with a creative commons license but you can still use them in the manner you are describing if you attribute them properly.
