No way this video cost 10 million, there's nothing about that video that looks like it would cost anything close to that.
And how is this video's numbers a surprise. Gagnam Style has 1.5 BILLION views, damn near twice as many as the next most watched youtube video. Of course the next video he did would get a crazy amount of views just by piggy backing off that success.
And also Psy was also a pretty big K-pop star before gagnam style he wasnt gonna be a one-hit wonder.

Maybe it's a black hat, 'Max Bialystock' situation where he raised $10 million to make it, but spent only a fraction and pocketed the rest. Since one-hit wonders usually crash and burn on their next attempt, few would guess what really happened.
