I'm not positive but I believe it's a link spammer. Could very well get your IP canned if you use it wrong. I haven't used it as I remember HaRRo saying that it was a piece of shit.

The sites in the list are the URL that your going to send a hit (ping), so that your site will be listed in their referral list stat.
