You would be better off renting your ips. Any "LIST" you would be able to d/l means chances are a lot of other people are using same list. Your ads are sure to be ghosted.
I use packetflip for my IP rentals. You can get private exclusives with good service. You can rent from 25, 50, 100, 200 +.
They will be sent to you in a list that you can load into your bot.
