Proxy Use For Mass Twitter Following

I know everyone says you should use one proxy for up to 5 accounts when mass following on Twitter, but my question is this: does it matter where the IP is based from? I have a team creating content in one city and posting from there. Do I need to make sure my proxies are also located in a corresponding city? Or does it just have to be US based?
