I find the need to find a provider that allows you to choose a location each month for static residential proxy packages somewhat unique, as these IPs are usually assigned permanently under contract with the ISP. I have webshare but can choose only country , have max 5 city on US
 
I have only found dynamic residential proxies myself. I came across some providers, but I forgot their names.

I enter have 10 city other is out of stock, what I search all proxy site are the same not one are different to offer this all send same ips

Try IPRoyal or Oxylabs they are working fine for us.

all site is the same only template of site is changed
 
static residential with monthly location swaps is basically asking for two things that work against each other. the "static" part means the IP is tied to a physical household connection, so you can't just move it.

what you probably want is ISP proxies, sometimes called datacenter residential. they look residential but are hosted in data centers, which means providers can actually swap you to a different state on renewal. state-level targeting is common with these, city-level less so. worth being specific about what targeting granularity you actually need before buying.
 
You can try checking the marketplace here, many sellers offer good USA residential proxies.
 
Maybe check the WTB sessions, some providers also offer free trials, so you can test if the IP stays static and location matches what you need.
