Proxy Site? Any newbie guide from masters?

I am a newly registered user on Blackhat.
I am in the busisness of SMS OTP receiving, during the use, I have come across some proxy platform.
Here comes the question, does anyone here have used DOVE proxy platform?
I am very interested in this site, as I don't use much traffic and this site is charging with traffic with a favorable price.

Waiting for any master who can answer me, to avoid money goes in vain!
