I totally agree with you. As a seller of this service, I've done my research in the outside BHW market. There are services, the big ones, first ones in Google result for "mobile proxies" "4g5g proxies" etc that charge 20$/GB in comparison, $280 for unlimited data, sounds cheap. I know for a fact that unlimited ISP subscription in Tier 1 countries are expensive, I think in the US, AT&T and Verizon are up to $100 for unlimited subscription + added costs you can think that 200-300 price range might be worth it to have unlimited mobile bandwidth within US. Also, there are other tier 1,2 countries that restricts how many ISP subscriptions you can have and you need to register a diff type of company that comes with higher regulations/taxes etc.
BUT, all in all, $280, it's expensive!

Depending on the country plans can be quite expensive. However, it's mostly locations that come at a cost.
If they are hosting it from a residence then that can be quite cheap, but not if they have to rent a location.
You also have to think about the given amount of sim cards per location. The less sim cards the more quality IP's.
Each location usually get's allocated a certain IP range. Some unlimited sim plans can cost $100 for unlimited data alone (I believe in the states).
They want to only host quality and fast proxies 80mbps+, and you want to max out at 15 ports.
Internet upload speed needed 1000-1500mb/s which comes at a cost, then commercial rental price and then factor in miscellaneous costs.
I'm not saying $280 is cheap at all.
However, you can see with all these costs that $100 can be reasonable in certain circumstances.
