Proxy Rotate System

hi i have static proxies (20k) and i want make it rotating
i want system tag with this proxies i want learn how to make so guide will be better
requirements
it will rotate on each request
i want open multiple ports like on 1 server 15port new ip on each request but it will use same pool
maybe maximum thread number(not so important)
