You can create proxy using your mobile phone. You can use such proxies as usual in the soft you work. No matter if it’s Windows/Linux/Mac OS.
 
Do you mean the POF to be Windows? I remember there are a few proxy sellers that offered this. Maybe check in the marketplace.
 
It's better when OS and pOf match, but it is not so critically important.
