Most providers can set you up with any specific port. You should be able to contact most and request that and I don't see why they would decline. Check the BST section here to find proxy providers:

Apart from port 25 that is closed by all proxy providers, you should be able to use most other ports, especially the dynamic ones. However, port 30000 has been used by trojan and malware, so make sure you check with the provider before buying any IP.
