As I understand, if you do less than 10 logins use VPN, if more than 10 use proxy.

if multilogin working correctly then the problem is your VPN/Proxy, try to create your own proxy and check whether the result improve

No, tinder does not give a fuck about IP addresses.
It's fingerprints and behavior.
