I have a VPN account for some other reason, tried to check how it works with gmail and CL, but i only could use them with already verified accs...so it means they are softblocked or something like that. If i buy fresh PVA CL accs can i use them with my VPN acc? since i can change the cities of my ips for 1$ each to about all major city of US it would be easy, But will i block my CL accs with that and end up at phone verification again, and should i just buy fresh unique proxies?

there is no real difference from CL's side.
You can use VPNs, routers, socks or http proxies.

All that matters is the IP, where it comes from if and how much it was abused before and if it is shared.

PVA requirement is normal for static IPs, even if a proxy/VPN works without PVA it is just a matter of time (and usage) until it is blocked.

    P.S.
City geotargeting is a myth from what I experienced, all you need is good IPs.
Maybe CL really does have cities in their gigant list of filter and flag checks but it's not a major weight.

Craigslist always blocks 256 IPs in one slash, when major abuse happens for a longer time they can even ban thousands or tenthousands in one slash

So dynamic IPs is not what matters, different subnets is what makes the difference when talking about PVA requirement.
Check your IPs, look at the first 3 parts of the 4 parts.
    aaa.bbb.ccc.ddd

If one IP is PVA banned then all IPs with the same 3 parts a,b,c are also banned

What about mailing with C blocks? Do they ban the subnets the same way?

Spam blocks can be MUCH larger than a tiny 256IP (/24) block.
And worse: if larger parts become blocked the upstream provider usually receives a warning about the abuse which can result in your server going offline or even in your server-provider to become delinked.
