Proxy or VPN: Which one do you recommend?

I'm not sure this is the appropriate section to post this...

Where I come from, PayPal is limited. I can pay for stuff but can't receive. To receive money, I used to create temporary accounts with free VPNs like Windscribe. These accounts don't last since the IPs change regularly (that's what I thought is causing the limitation anyway).

I need a service that can give me a permanent IP for a year. The kind that I can install in my browser to access PayPal, using a method that worked for me in the past. While contacting proxy sellers here, someone told me I should go for a VPN.

Please, if you know about these things, which one is the best in this scenario?

If there are no restrictions from your ISP or local government you can use private proxies.

If your ISP and local gov doesn't allow PayPal use a VPN. But get one VPN that offers your a DEdicated IP as well (there are a few) so when you connect to a particular server, you will always have the same IP.

I think I'm going to stick with a VPN. Some proxy sellers told me I cannot use proxy with PayPal

buy a cheap vps you can get something that will do the job for like 10$ a year, create a vpn on that vps, plenty of tutorials from google or if you are not comfortable with CLI get someone from fiverr to setup for you.
