Proxy good or bad?

Okay so, i have charon with some leeching proxy software, and when i get the results, i try the fastest proxies and still some aren't working, even if they pass proxy judge! Is the php judge bad? If yes could you suggest yours? if not what should i do to get working proxies filtered?

proxy finder enterprise, forum proxy leecher... what do you suggest for proxies?
