Ebay dont have any problem with Datacenter proxies as long as it's Clean , But Paypal Sucks
The problem is that most of the datacenter proxies are banned/used

As it was said, the most important thing is to have virgin (dedicated proxies). Ebay is one of the most popular targets for scraping or running other tasks, so it is very likely that you will get abused ones, especially if they are datacenter.
My best bet would be to get dedicated residential proxies, preferably from a provider that offers city-scale targeting. Yes, this is going to be on the expensive side, but totally worth it, as you can be 100 percent sure that you won't get banned.
