Proxy Expert Needed

I'm looking to contract someone who is an expert at setting up private proxies on a VPS. I'm interested in setting up these proxies for my own personal use, but I'm also interested in possibly setting up a private proxy business like my private proxy or squid proxies. I don't personally have much knowledge on what it would take to set something like that up, but i'm hoping to find someone who can educate me on the set up and operational costs of something like that.
