Hello, I live in Estonia, and I am curious about starting selling proxies as a side hustle. I was wondering if there would be any demand for IP addresses from Estonia with unlimited 5G.

You should try creating a couple of proxies and trying to farm some facebook accounts using them.
Estonia is not a very popular location - though it can not be overused by farmes.

Could you please elaborate? im very new to this. Can I sell facebook accounts?
 
General possible buyers of your proxies are farmers of facebook accounts.
You can check wether your proxies are suitable for facebook farming - and then create many proxies and sell them.
OR
You can start your own facebook farming activity using your own proxies and sell accounts.

i was a UK proxy seller 2002 - 2020, i can tell you this, the demand
for quality affordable ips is massive .

I understand, but do I not have to be in the UK or my USB sticks are in the UK for me to be able to provide UK ips? or did I miss something?

First, you need to identify the target customers and their intended use of the proxy. Then, test your proxy for that specific purpose to see if it is truly effective. If it works well, you can sell the proxy to users for that service, such as Facebook, Gmail, Instagram, etc.

Are you aware if its possible to make a proxy server and provide many IP addresses from different locations without having a device in that country?

As far as I know, this is not possible. However, there is a way: you can exchange the number of IPs from your country with a seller who has IPs from another country.
