How do these small to mid sized proxy companies get started? Some seem to offer unique features and be legitimately better than others for botting, yet I can’t imagine they have their own unique pools. Are they all reselling from a main provider? Do they really create their own pools? Thanks
 
Many of them do resell proxies. Large proxy providers often have special reseller plans, and many even offer white-label infrastructure to support this.

Some do actually farm their own proxies. With datacenter proxies, it’s straightforward -- you buy IPs and server resources from providers. Mobile proxies aren’t too hard either -- you either write your own farm solution or use third-party services. Residential proxies are trickier to obtain legally -- you usually need some initial scale to build your own network by offering ppl money in exchange for access to their traffic.

And then there are botnets that gather proxies illegally. That might work at a mid-scale level... until people in suits and dark sunglasses show up at your door.
 
There are a lot of private pools, sources you can find but it's all about who you know. A lot of smaller providers are reselling though

reselling from larger providers, but some build their own pools using modem farms or data center partnerships
 
Many do start by reselling from larger upstream providers, but the better ones build custom infrastructure over time — combining sourced IPs, custom rotation logic, better session control, and solid dashboards. It's a mix of smart integration and optimization, not always unique IPs.

they buy and re sell from other companies
 
Yeah, they usually resell first, but once they have volume, they set up their own infrastructure.
