Does Paypal know if you're using a proxy to create an account and do they put a limitation on your account for that?

yes if you are from uk and you will create account with US proxy they put limitation in your account.

paypal + proxy = Limitation + time waste

So basically, you have to buy a proxy? Cuz I don't think any free proxies stay around long enough for you to use it every time that you login.

i'd always bet on getting a vpn with a private dedi ip all the time from a decent company. Proxies are not safe in the first place, and yes, paypal has ways to find out if you are accessing with a proxy

Don't do anything unethical with paypal else you will get your account limited sooner or later. PERIOD

yes. paypal will know you had use a proxy, but if you use per proxy/per paypal. they will not limit your account very first time.

you can use proxy but each time when you singin you must need to use same ip
