Geo target means that you can select your IP by the geo location like country or even city.
Cloakfish as example does offer that, if you found more solutions that offer geo targetting maybe share them here so others can benefit as well ?
@ seikooc: geotargeting is interesting for CPA as example. As many companies these days at least check the country to avoid paying for useless clicks.

You can specify a country to be filtered for in cloakfish (when letting it choose IPs automated)
If you need specific cities or regions you can pick them by hand from the IP list.
You can take a look using the demo license, just go to

Some sites such as Craigslist are restricted to local residents only.
Proxylist.co has the largest geo-proxies available for these type of purpose, along with the free proxy tool for Firefox that will do the job nicely.
