I'm using a free VPN which is called Hotspot Shield. Give it a try, it's easy to install and you can chose from several locations.

just get a private proxy that allows torrents. Will cost you maybe $3 to $4 a month. Much cheaper than the risk of getting caught

If TOR doesn't work, and neither do any of the proxies you're trying then they're tracking you with a cookie. Might be a flash cookie, so make sure you check there as well.
