Whats a good socks5/https proxy provider that doesnt block hotmail/outlook and allows account creation?
 
You'll probably want to use rotating mobile or residential proxies for this use case. Being able to rotate IP on demand (for each account creation) will make for a cost effective solution requiring only one or a few proxies to gain access to a large pool of IP addresses.

You should be able to easily find some providers that meet these requirements on the Proxies for Sale section in the BHW Marketplace. Find some offering proxies in the country you're after, take out some free trials, do some testing and see what works best for your needs!
 
If it's just about registration, there should be many suitable agents, and they all offer free trial opportunities.
 
I would suggest rotating residential proxies as you'll get access to a huge IP pool and only pay for the data that you consume

Use mobile proxy with anti detect browser and OS fingerprint set to Windows.
 
You can use mobile proxies (rotating proxy) or residential proxies
 
There is no such thing as the best; there are only what you need. You can give residential proxies a try.
 
There are some reputable SOCKS5/HTTPS proxy providers in the marketplace. You can ask for a test and then review their customer's feedback.

Always check the marketplace: https://www.blackhatworld.com/forums/proxies-for-sale.112/ Use a dedicated residential/mobile proxies. Ask for trials, or refund policy before purchasing. Run if they don't provide these.

For a proxy provider that allows account creation and doesn't block services like Hotmail/Outlook, try Oxylabs, Luminati (Bright Data), or Smartproxy. These providers offer high-quality proxies with good support for account creation and prevent blockages from email services
 
Mobile proxies are probably your best bet , or residential / rotating proxies. ISP proxies / static proxies are not what you want since you want to create accounts on different ip addresses.
 
Residential proxies would suffice for any kind of e-mail creation. Rotate them to make sure every account created is isolated.
 
You must use 4G/5G proxies mobile/Residential Proxies. I've never tried but you can try Pia Proxies for that or 922Proxy they works well and in bulk are super cheap. Also use AdsPower or Dolphin as anti-detect browser that's quite important as well and you should be good to go.
