Proxies for manual comment posting?

We were all noobs at one point. The reason we use proxies is that a large number of blogs use a plugin called "akismet". Akismet has the ability to automatically put your comment instantly in the site owner's spam folder so the blog owner doesn't even know that you've attempted a comment. One of the main ways it blocks a comment (there are other ways too) is because the same IP shows up in a short period of time in the akismet database. Proxies solve that issue by allowing you to appear from a different IP within their database.

However, if you are leaving quality handmade relevant comments on high PR ******** blogs, hiding your IP is often not necessary. If you are doing mass commenting, it's nearly impossible to work without them. For your case, it sounds like proxies aren't something you'll need at the moment.

Yes they do help. However, the 'boost' you get is a lot less so than you would get from highly related blogs. You can still rank without ever getting a link in the country of origin but the process will be quicker if you have some related sites linking to you, preferably ones that rank highly for the keywords you're targeting.
