Proxies for Android tablets?

I was thinking about getting an Android tablet, like the Galaxy S, and using it for email/zip submits. But I would need a different IP for each person right? Like if I was at the mall, having multiple people submitting from the same IP, I most likely wouldn't get credit for everyone. Does anyone know if there is an App for proxies? Or if you can simply disconnect then reconnect for a new IP? I know with the Sprint Aircards, you can get a new IP by just disconnecting and reconnecting. Using a tablet would be easier than carrying around a laptop though. Any thoughts???
