Proxies don't work. how do you bypass comment filter

If you post a comment on someone else's tweet and then use that same account or other accounts to like or re-tweet it, the comment may get penalized by being hidden. Proxies don't help in this regard. I have tired buying proxies and then using other browsers yet twitter is able to figure it out anyway. What is a good way of creating an untraceable second identity. Do you need a windows virtual machine like browserling to do it?
