You don't build PBNs with brand new domains.
If you're talking about aged/expired ones, then you'll struggle to pick up anything clean for the prices you're talking about in larger numbers.

You can always try messaging the domain registrars, like godaddy, or any, and tell them to offer you a deal for bulk domains No loss in trying out by messaging a few registrars.
