As you have mentioned your site is a download niche site so the only best option for your site will be popunder ads. First try to gain traffic. 3k impression is too less for that kinda site. Visit adspyglass and check which network is providing good cpm.

I don't know what the site is. Adult/porn downloads, or something "normal"? Most of the CPA locked stuff is shady.

Some sites that provide download link usually have shortlinks with their ads, so they make you go through several shortlinks and then at the end they get to the real download URL.
Yes it's annoying, but eventually user gets what he wants for free, just investing a little time to get that.

Found a way to monetize this with Adsense... Making $2-3+ a day now....
Thanks Guys for all your Advice....
CPA conversion rate was 0.01%... made $2 after 4 days with over 5k clicks so i had to dumb it.
Also Dumbed Propeller.. reduced bounced rate and my traffic has almost doubled
Wish i had higher CPC thought, would be making way more but I'm happy with either way

I was working with propeller few years by now not a single problem and before few months I switch my ads to galaksion, and I had around 1k on propeller balance now they asking to send them ID for approval of payment WTF
