Looking for a proofreader that's online most of the time on skype and I can just send him the document and he will handle the proofing. keep in mind don't come and start charging me some outrageous pricing thanks. I only need a proofreader that mostly online on Skype.

Have you checked the average cost of professional proof reading services?
Do you want a university educated proof reader or some muppet with a dictionary?
 
Good luck finding a good one, problem is everyone who has basic English skills will volunteer to help you because they think they're proofreading professors.
 
This. I mean, I could do it, but I would charge you what I'm worth.

Maybe try Odesk? If you find someone new with the requisite skills you can get a good deal. Just don't expect them to hang around very long unless you pay them decently. Writing/editing isn't as easy as some people think it is.
